There is a chance that won't change in the future. Obviously previously Labour had a local candidate as it was never a target seat. Is beach sand not owned by anyone? FWIW I think that between high and low tide marks it belongs to the crown. Technically all land belongs the Crown. Taking sand is against the law though and you need a licence for it provided you can prove it wouldn't have a detrimental effect on coastal erosion, ...
